Chief Executive Officer CEO - Cedar County Memorial Hospital
Position Overview
The Chief Executive Officer (CEO) of a rural Critical Access Hospital (CAH) is responsible for the overall leadership, strategic direction, and operational management of the hospital. As the key executive in charge, the CEO will work closely with the hospital’s Board of Directors, medical staff, and employees to ensure the delivery of high-quality, patient-centered care while maintaining financial sustainability and compliance with federal and state regulations. This position is critical in ensuring that the hospital meets the unique needs of a rural population and remains responsive to community health concerns.

Leadership and Strategic Vision
• Develop and implement the hospital's strategic plan in alignment with the mission, vision, and values of the organization.
• Provide clear and effective leadership to the hospital's management team, staff, and medical personnel.
• Foster a culture of excellence, patient safety, and high-quality care across the hospital.
• Represent the hospital in community, regional, and state forums to advocate for the needs of rural healthcare.
Operational Management
• Oversee the day-to-day operations of the hospital, ensuring efficient and effective delivery of healthcare services.
• Work closely with department heads to ensure smooth functioning, patient satisfaction, and adherence to best practices.
• Establish key performance indicators (KPIs) to monitor and evaluate hospital performance in clinical care, patient safety, and financial health.
• Ensure the hospital remains in compliance with state, federal, and accrediting agency standards.
• Partner with the Chief Financial Officer (CFO), Chief Nursing Officer (CNO), and Human Resources to ensure departmental compliance, accountability, and alignment with organizational goals and performance expectations.
• Serve as the primary liaison between the hospital and stakeholders—including patients, families, healthcare partners, community organizations, and local government—while strengthening community relationships, aligning hospital services with community health needs, and leading outreach and population health initiatives to address rural health disparities.
• Ensure hospital compliance with all legal, ethical, and accreditation standards (e.g., CMS, Joint Commission, OSHA, HIPAA); lead quality improvement initiatives to enhance patient care, operational efficiency, and safety; and develop and oversee the hospital’s risk management program to mitigate medical, legal, and operational risks.
• Collaborate with the Board of Directors to set policy, oversee hospital performance, and achieve strategic goals; provide regular updates on financial health, operations, quality measures, and emerging challenges or opportunities; and support the Board in understanding rural healthcare challenges and advocating for policies that improve access to care.
Qualifications
• Bachelor’s degree in healthcare administration, public administration, business administration, or a related field; or 5+ years of experience in an executive healthcare leadership position.
• Minimum of 5+ years of senior leadership experience in a healthcare organization, preferably in a rural, critical access, or small community hospital setting.
• Proven track record of success in healthcare leadership, including financial management, operations, and strategic planning.
• In-depth knowledge of rural healthcare issues, reimbursement models (Medicare/Medicaid), and federal/state regulatory compliance requirements.
• Direct patient care experience preferred.

• Ability to navigate the unique challenges of rural healthcare delivery, including workforce shortages and access barriers.
• Flexibility to work varied hours and travel between facilities or community engagements as needed.
• Strong commitment to living within and actively engaging in the community served by CCMH, while effectively managing the operational, financial, and healthcare challenges of a rural environment.
