Board Approves Psychiatric Outpatient Services, Begins Plans for Naloxone Distribution
November 21, 2025 -Cedar County Memorial Hospital (CCMH) Board of Trustees met in regular session Monday, November 17th in the hospital dining room with several members of the public and department leaders in attendance. Greg Castor attended as the newest trustee, appointed by the County Commission to fill the open seat after the resignation of David Bozarth. Castor is a local retiree with 32 years of experience in business management at Foam Fabricators, and a real estate investor. He has also served on the board of the El Dorado Christian school for 20 years.
“I have great interest in understanding the budgeting process and financial management system at CCMH,” stated Castor. “To understand the details of KPI’s being monitored and work closely with the leadership team to enhance the value to the community and improve margins along the way. I am particularly interested in helping to assure CCMH recruits the most qualified CEO possible.”
In the CEO Report, Carla Gilbert, CFO/Interim CEO presented an updated organization chart reflecting the change in CEO, and a new policy per the recommendation of the Executive Committee (comprised of Gilbert, BreAnn Jackson, CNO and Human Resources Director Cindy Schreiber) that all clinical department managers report directly to the CNO. The board approved the new organizational chart.
Gilbert also noted the onboarding of endocrinologist, Maria Gomes, MD, FACE to the Specialty Clinic. Dr. Gomes will be providing a telehealth clinic beginning in January.
Financial highlights were also provided by Gilbert. Total gross operating revenue for the month of $2,974,147 was down compared to the same month last year by 9%. Meanwhile, net operating revenue for October was at $1,721,586, an increase of more than 6% over October 2024. And year-to-date, gross operating revenue of $28,454,975 as well as net operating revenue of $14,806,969 are both favorable, up 2% compared to this same time last year. Operating expenses of $1,997,171 are up compared to October 2024 ($1,867,761) as are year-to-date operating expenses ($16,510,622) compared to this time last year ($15,621,237). The year-to-date net/profit loss, which includes non-operating revenue, currently sits at a loss of $1,169,410 which is improved from the year-to-date loss recorded in October 2024 ($1,295,821). Days cash on hand improved for the month, from 130 in September to 137 which equates to an addition of $460,256 cash in the bank.
Chief Nursing Officer, BreAnn Jackson presented the board with three purchase requests and notified them of an upcoming request for a suction pump once final quotes are received. The board approved the purchase of a water pump for the boiler system that affects hot water and heat delivery throughout the hospital for $13,920, and a blanket and fluid warmer for $6,656. The new warmer is needed to replace an inpatient floor blanket warmer that reached the end of its life sooner than expected. The board voted to approve a warmer that also warms fluids rather than just replacing the blanket warmer, enhancing the emergency department’s ability to quickly access warm fluids in emergency situations. While the hospital currently has one fluid warmer, a critical piece of equipment that provides safely warmed fluids, a vital tool in treating some medical conditions.
Finally, the board approved a one-year service agreement for psychiatric services with Integrated Telehealth Partners (ITP) for a one-time fee of $3,500 plus $145 per hour professional fees. ITP will provide a psychiatric nurse practitioner to CCMH for outpatient visits for a minimum of 16 hours per week. The hospital will work to determine where services will be delivered and move forward with finalizing a contract. After provider credentialing is complete, services are expected to begin in early spring of 2026. CCMH will have the option of expanding the program as needed, with additional hours, providers or adding a licensed therapist.
“Available mental health services do not currently meet the demand in our area, and this is going to help bridge a large gap in care for our communities,” shared Jackson. “Not only are we going to be helping people get the care they need, we’ll be capturing revenue that is currently going to other hospitals. When someone needs outpatient psychiatric care, they may also need diagnostic services – labs, radiology, etc. If they are staying here, their entire care plan can be provided here, close to home. We are excited to provide this service and see the impact it will have on the lives of area residents.”
Guest speaker, Laura Woody, presented education to the board about the illicit fentanyl epidemic and poisoning prevention through public access to Narcan, requesting the Cedar County Health Department be allowed to place an outside distribution box at the Medical Mall and outside the Emergency Department at the hospital. Jackson advised that compliance with federal regulations mandates the hospital must have policies in place before distribution boxes can be placed on the clinic or hospital property to protect the hospital from potential survey infractions and subsequent revocation of rural health status. The board approved Woody’s request pending the finalization of new policies. The board requested an expedition of the policy creation. Once drafted, the policy will require approval through medical staff before final approval of the board of trustees.
